This biography from the Archives of AskART:
A painter who then became a jewelry designer and art educator, Velma Davis was born in Waco, Texas.  She studied with Vivian Aunspaugh in 1920 and 1926, and also attended Southern Methodist University in Dallas and the College of Industrial Arts (now Texas Woman's University) in Denton in 1932.

In 1933, she earned an MFA degree from Columbia University in New York, and that same year, working with artist Esther Webb, founded the Dallas School of Creative Artists.  She taught there until 1940 when she married Otis Dozier, Dallas landscape and still-life painter and graphic artist.

Then she briefly became an art lecturer at Southern Methodist University until she and Dozier moved to Colorado Springs, where she studied with Boardman Robinson at the Colorado Springs Fine Art Center.

In 1945, the couple returned to Dallas where she lived until her death in 1988.  She was active in the Dallas Artists League, and her work is in the Dallas Museum of Art.

Later in her career, Velma Davis devoted herself primarily to crafts, especially goldsmithing.  Many of her works were entered in exhibitions.
