| | Born in Pennsylvania on March 23, 1889. Elkins was a pupil at the San Francisco Institute of Art in 1910-11. He was briefly in Philadelphia before returning to California. He then settled in San Mateo, CA where he remained until his demise on Jan. 6, 1944. As well as an artist, he was also a playwright. | Source:
