This biography from the Archives of AskART:
The following information is from Marge Cantine:

I have a half tear sheet from The Critic (19th century literary magazine) with a tribute as his obituary. It says Joe Evans was a painter of landscapes.  He served "for more than one term" as president of the Art Students League in NYC. He was also Secretary of the Society of American Artists. He was an invalid his entire life, but without complaint, a buoyant personality. "It was in his exquisitely painted landscapes that one found the melancholy..."

He was forty years old when he died.

This was with a card he drew and sent to the 19th century poet, Gertrude Bloede, Christmas 1894, and was on Hand Made Royal Irish Linen Marcus & Co. watermarked paper.

I have a second note from him to Miss Bloede on watermarked and embossed "The Players" (club) stationary from two years before he died, and the indication in both these notes and his obituary is that he was quite active in NYC and volunteered to assist in numerous artistic endeavors whenever asked. It would almost require residency since he was - as the tribute noted - a lifelong invalid.

This biography from the Archives of AskART:
A lifelong friend of Dennis Bunker, Joe Evans was a New York City based landscape artist who painted frequently with the famous artist.

Evans was born in New York City and studied at the National Academy of Design, and beginning 1877, with Jean Leon Gerome for three years in Paris at L'Ecole des Beaux Arts.

Memberships included Society of American Artists and Art Students League, and among exhibitions sponsors were Society of American Artists; Art Institute of Chicago, 1890; National Academy of Design, 1890-1895; and Pennsylvania Academy of Fine Arts, 1894, 1895 and 1898.
