This biography from the Archives of AskART:
The following is from James W. Forney:

Artist: David Forney 1828-1911
Comments: I am David's grandson age 72. I have several of his painting in
my home in Jefferson City, Tennessee. There are several in homes in the Wytheville, VA area. David did a painting of Robert E Lee from a small photo send to him by Lee's brother during or shortly after the Civil War. David did not sign his work but we feel it is his. The Lee painting is hanging at the Lee Memorial. David was for a while in the Iron Ore Mining business in and around Pulaski, Virginia until the late 1800s.

During the last part of his life, together with his painting, he operated an iron-ore mining business (open pit) at a site called "Rich Hill" in Pulaski County, Va.

The following is from an anonymous Source:

According to the 1940 issue of the Jefferson County Historical Magazine, David Forney was in Shepherdstown, Virginia (now West Virginia) from"about
1840 to 1860". There are ten portraits (oil on canvas) attributed to him.
