| | Born in Gouverneur, NY on March 11, 1887. Foster moved to southern California in 1893. While living in Riverside, he worked in Los Angeles. He was most active in the local art scene during the 1920s and early 1930s. He studied painting with Karl Yens and Nell Walker Warner.
