A landscape painter who taught at the outdoor school of the Pennsylvania Academy in Philadelphia and then in 1926, moved to New Hope Pennsylvania, Charles Garner was born in Lawrenceville, Maryland.
He studied at the Maryland Institute and from 1913 to 1916 at the Pennsylvania Academy of the Fine Arts. In 1916, he studied in Europe on a Cresson Traveling Scholarship and then served in France in World War I as Captain of Infantry.
