This biography from the Archives of AskART:
A landscape painter who taught at the outdoor school of the Pennsylvania Academy in Philadelphia and then in 1926, moved to New Hope Pennsylvania, Charles Garner was born in Lawrenceville, Maryland.

He studied at the Maryland Institute and from 1913 to 1916 at the Pennsylvania Academy of the Fine Arts. In 1916, he studied in Europe on a Cresson Traveling Scholarship and then served in France in World War I as Captain of Infantry. He returned to France on a Cresson Scholarship from 1919 to 1922 and studied at the Academie Julian in Paris and exhibited at the Beaux Arts Society. In France, Maurice de Vlaminck was a major influence on his painting.

Garner died on October 4, 1933 at Solebury, Pennsylvania.
