Ethel M. Gilmore was born on March 9, 1894.  She studied art at Hunter College (B.A.) with Andrew Michael Dasburg and G. E. Brown.  She received her M.A. from Columbia with C. J. Martin and Aldro T. Hibbard, and later studied at the Art Students League with Phillip Kapple and Henry B. Snell.

She lived most of her life in Cape May, New Jersey, and married famous artist Charles J. Romans. She used the name Ethel Romans frequently.

Gilmore was a member of the Allied Artist of America (recording secretary, 1950-1954; corresponding secretary, 1954-1955); the National Association of Women Artists (jury art selection, 1959-1960); the New Jersey Society of Painters & Sculptors; the Atlantic City Art Association; the Gotham Painters; the Wolfe Art Club; and the Professional Artists of South Jersey.   

She exhibited at the Argent Galleries 1938-1946; the World's Fair, New York 1939; the Wolfe Art Club 1938, 1939; the National Association of Women Artists 1938-1946, 1972; the  Allied Artist of America, 1939-1945, 1951 (award), 1971; the National Arts Club 1931-1948; the Currier Gallery 1940; the Audubon Artists 1945; the New Jersey Society of Painters & Sculptors 1945, 1946,1972; the Gotham Painters 1944-1946; the High Museum of Art 1943; the Jersey City (NJ) Museum Association 1953 (award); the Atlantic City Art Association Annual 1967 (best in show), 1969; and the Professional Artists of South Jersey 1971.

Ethel Gilmore's work is represented at the Jersey City (NJ) Museum, at the Junior Museum, Albany, New York, and at La Salle College, Philadelphia, Pennsylvania.  She taught art at the Women's Community Club in Cape May, she taught art at De Witt High School in New York from 1923-1950, and was chairman of the department from 1950-1952.  A article was written about her and her husband in the New Jersey Music & Arts Magazine (March, 1969), titled, "Careers, Charles J. Romans & Ethel M. Gilmore".

Ethel Gilmore died in Beach Haven, New Jersey in May of 1984.
