Julian Garnsey, a noted professor and active lecturer in the art community, was most well known as an accomplished watercolorist, muralist, and designer. The son of a muralist, Elmer E. Garnsey, Julian was born in New York City in 1887. He studied architecture and design at Harvard University and also studied at the Art Students League in New York. Then he to Paris to study privately under Jean-Paul Laurens and Richard Miller.

For ten years, Garnsey assisted his father in painting commissioned murals, and he served as the President of the Art Students League in New York from 1915 to 1917. After serving in the United States Army as a Captain of Field Artillery during World War I, Garnsey moved to Southern California for a brief time, living in Los Angeles and Hermosa Beach. He worked for MGM Studios and exhibitied watercolors of subjects ranging from local subjects to Europeans scenes. He also did murals and decorative work in the Los Angeles area and took further art study at the Chouinard Art Institute.

Making his way back to the East Coast, he supervised color schemes and decorations for the World's Fair. In the 1940's, he served as director of the Beaux Arts Institute of Design in New York City, and was also Associate Professor in the School of Architecture at Princeton University between 1942 and 1946. He continued to be involved in the art community there until the 1950's.

His murals can be seen in the Los Angeles Public Library, and the Los Angeles Stock Exchange as well as at the Bridges Art Museum and the Library and Auditorium of the University of California Los Angeles.

Memberships included the California Art Club, the California Watercolor Society which he served as President in 1929, and the Architecture League of New York.
