Born November 16, 1847 at Whitstable, Kent, England, he came to the US about 1878. A landscape painter, he lived in California, Seattle, Washington, and New York City.
Harnett was British Vice-Consul in San Jose, Guatemala in 1894; an officer for Pacific Mail Steamship Company, and may have been a British Calvary officer stationed in Dublin at one time.
