This biography from the Archives of AskART:
Born in New York, Barbara Herbert was a sculptor, primarily of portrait busts, and of painting, especially floral subjects but also landscapes and portraits.  She was also one of Americas foremost finger painters.

Herbert was a resident of San Francisco from the 1930s through the 1950s, and had a solo exhibit at the De Young Museum in 1952 of oil florals and pastel portraits.  In 1930, she exhibited at the Paris Salon where she won an honorable mention for sculpture.

Note: From Norm Davies, Torrance, California:

Barbara Herbert lived in the San Francisco bay area of California. In December 1953 a magazine The Trumpeteer (which was a general magazine on all of the arts which was published in the Bay area) did an article on her.  There are two paintings & two sculptures shown.  One of the sculpture busts is of Carl Weber (I assume this to be the painter).

This biography from the Archives of AskART:
Born in New York in 1901. Herbert married investment broker Francis A. Wilson in 1931 and was a resident of San Francisco in the 1930s. A divorcée, by the 1950s she had moved across the bay to Piedmont. Exh: Salon des Artistes Français (Paris), 1930; De Young Museum, 1952 (32 oils, mostly floral studies; 7 pastel portraits; and 8 pieces of sculpture, mostly busts in marble, bronze and plaster).
