Jeffrey C. Horn was born in Hay Springs, Nebraska in 1947. He earned his Masters degree from California State University in 1979. Up until recently he was a Professor of drawing and painting at Irvine Valley College in Irvine, California.

As a draftsman Horn became known for the portrait series of the "Homeless", which became a feature article for "American Artist Magazine". He won 1st Place awards from both the Laguna Beach Museum in 1980, and "Illustrati (showing 500 of 1598 characters).
