Notable as a Federal Arts Project artist during the Great Depression of the 1930s, Jules Halfant was part of the mural and easel division of the New York Works Progress Administration (WPA).  He was an active member of the Artists' Union in the 1930's and 40's, and was part of the 1977 commemorative exhibition:  "New York City WPA Art: Then 1934-43 and Now 1960-77". Halfant was responsible for the design of the catalogue for this exhibition as well.

Halfant studied at the National Academy of Design from 1924-1927.   He participated in New York exhibitions at the ACA Gallery in 1935, and the Artists' Gallery in 1938.  He also exhibited with "The New York Group" at ACA Gallery in '38 with Jacob Kainen, Herb Kruckman, Alice Neel, Louis Nisonoff, Herman Rose, Max Schnitzler and Joseph Vogel. 

In 1960, Halfant was one of the WPA-era artists, along with Norman Barr, who formed "Group 60" and showed then recent work at the Bayonne, New Jersey Public Library; the Pensacola Art Center in Florida, and additional institutions throughout the South in the early 60's. 

An extensive one-man show of his work was held at the Jewish Community Center, Cleveland Heights, Ohio in 1985, and  in the spring of 1988, his work was included in "American Art of the Nineteen Thirties" at the Bronx Museum of the Arts, and in the exhibition, "30 Years and More of Making Art" at the Municipal Building in New York City.
