Charles Billings Hidley was born in Troy, New York on Sunday, March 13, 1921, and died near Harrisburg, Pennsylvania on Sunday, June 8, 2003. He was raised by his mother Myrtle and moved to New York City as a young boy. He gave himself the name Li as a young man. He served in the United States Army in Panama from 1942 through 1945 during World War II. Through the GI Bill Li was able to attend art schools in New York and Mexico City.

He studied at the Brooklyn Museum of Art school from 1947 through 1949 taking many painting classes taught by John Ferren. Other instructors included Kelly, Seide, Rattner and Mazzucchi. Rufino Tamayo was also at the school during this time with Hidley, as were many other important artists such as Herb Aach and Xavier Gonzalez.

Li also studied at the Art Students League in New York City from 1947 through 1950, and again from 1957 through 1960 and was a life member. His instructors at the Art Students League included John Ferren, Byron Browne, Nahum Tschacbasov, Vaclav Vytlacil, Theodoros Stamos.

In the fall of 1949 through early 1950 he traveled to Mexico with Herb and Doris Aach to study at the Escuela de Pintura y Escultura in Mexico City.

Hidley moved to Harrisburg in 1966. He was a curator, a teacher, a critic, a collector but above all a painter. He painted, and sometimes repainted, over a thousand paintings in his life.

Hidley had over thirty one man shows and many group shows during his life. His work has been exhibited throughout the country and hangs in both public and private collections from east to west coast.

Studied: Brooklyn Museum Art School, N.Y; Art Student's League, New York City and Excuela De Pintura (Esmerelda), Mexico City.

Exhibited: N. Y. City Center Gallery; Cooper Union Museum, N.Y.City; Washington County Museum (Hagerstown); Pennsylvania Academy of Fine Arts, Philadelphia; Brooklyn Museum of Art.; William Penn Memorial Museum, Harrisburg, Pennsylvania; and various galleries in New York, Chicago, San Francisco, Los Angeles and Mexico City.

Worked in oil and wax encaustic only.

He taught painting privately and was propriator of "The Alembic" in Paxtang, Pa.
