Born in Naperville, Illinois, Thomas Harter moved to Los Angeles with his family in 1920. At age 17, he apprenticed to a local lithographer, and then worked in Los Angeles as a professional lithographer and designer with Western Lithograph Company from 1922-25; and as staff artist of the Los Angeles Examiner newspaper from 1925-1929. From 1929 to 1930, he was head of that newspaper's art department.
