This biography from the Archives of AskART:

William Hays, Jr. was a painter known for his sporting subjects such as horse races, field and stream scenes, country fairs and steeplechases.

He was born in Catskill, NY on July 1, 1872.  His father was the painter, William J. Hays. William Jr.  studied of the National Academy of Design in NY from 1887 to 1890 and then went to Paris to the Academie the Julian and and Academy Colarossi.  His teachers included Jean-Joseph Benjamin-Constant, Gustave Courtois and Jean Paul Laurens. Around 1900, he studied at the Art Students League in New York.

He married Martha Stark and from 1914, lived in Milbrook, New York. 

Hays was a member of the Associated National Academy of Design, Salmagundi Club and the American Federation of Arts.
