Born Irving Joel Rafsky in New York City, he became best known for his syndicated strip named for the title figure "Pottsy", a New York City police officer. Irving studied ar Columbia University and subsequently worked as a newspaper reporter for several papers. In the late 1920s, he became a sports cartoonist, drew the strip "Bozo Blimp", and worked in advertising.
