This biography from the Archives of AskART:
The following biography is from Deborah J. Miller, daughter of the artist:

Franklin Jones of Southbury, Connecticut, and Stockbridge, Massachusetts, was born on May 18, 1921 in Needham, Massachusetts. He became a noted painter of rural New England landscapes and of figural works. His preferred mediums are acrylic and watercolor. He is also a teacher and author and has received the American Watercolor Society's highest award, the Gold Medal of Honor, and membership in the Dolphin Fellowship.

Jones's interest in art began at an early age. On graduation from high school, he was hired as editorial artist for the local newspaper. During World War II, he served as a public relations artist with the U.S. Marines. After the war, he worked as a commercial artist and did illustrations for Open Road for Boys, Child Life magazines, book illustrations for World Book of Chicago and several pulp magazines.

In 1953, he was invited to join the teaching staff of the Famous Artists Schools in Westport, Connecticut and soon became assistant director of the school. He held that position for over twenty years.

In 1975 he and his wife, Florence, moved to the Berkshires so he could devote full time to painting.

Jones is an honorary member of the Akron Society of Artists; a lifetime member of Whiskey Painters of America; listed in Who's Who in the East; Who's Who in American Art and Who's Who in the World '95-'96.  He has also created an art instruction video titled Painting With Acrylic.

His watercolor Adirondacks was selected by the American Watercolor Society for their "95-'96 traveling exhibit.  Franklin's work has appeared in Yankee Magazine; Backpacker; Merrill's Biology; Michelin Travel Guide; Fishing/Flying; and The Ultimate Fishing Book.  He has done more than thirty paintings for Gray's Sporting Journal, one of which appears on the cover of their March, 1996 issue.

General Electric, Pratt & Whitney, Westinghouse and Blue Cross of Pennsylvania have acquired his work. "Two of Franklin's his prize-winning works were a purchase award for the collection of the Discovery Museum of Bridgeport, Connecticut." Monarch Capitol Insurance Company has purchased fifty of his paintings.
