Born in 1906 in Philomont, Virginia, he studied at the National School of Fine and Applied Arts in Washington, D.C., and ran the prints and photographic division of the Library of Congress for many years until retirement.
Besides creating prints, he also authored numerous history reference books. Milhollen is buried in Ebeneezer cemetery in Loudon County, Virginia.
