This biography from the Archives of AskART:
The second son of sculptor Clark Mills, Theophilus Mills became a sculptor.  He studied at the Royal Academy in Munich from 1860 to 1865, and then returned to work with his father and brother, Theodore, at the foundry and studio established by Clark Mills at Bladensburg Road.  Six weeks before Lincoln's assassination, he worked with his father and brother to make two life masks of Abraham Lincoln. After that, Theophilus completed a death mask of Jack Lincoln, grandson of Mary and Abraham Lincoln, and son of Robert Lincoln.

His bronze tomb sculpture of John Rodgers Meigs is in Arlington National Cemetery.

For the remainder of his career, he remained in Washington DC, living at 511 F Street and dying on September 22, 1916 at the Washington Asylum Hospital.
