| | Born in Scotland on March 9, 1862. MacArthur served in the British and U.S. Merchant Marines before settling in San Francisco in 1899. In 1913 he became U.S. Shipping Commissioner. While in that capacity, he was author-illustrator of such maritime books as Last Days of Sail on the West Coast and Under the Lee. His Handbook of Navigation Laws of the U.S. is a standard work on the subject. His pseudonym was Martin Gale.
