This biography from the Archives of AskART:
Plumb went to Paris late in 1874, stopping in London on the way.  He lived in Paris until 1878 with trips to Switzerland and Italy as well as Brittany and Pont-Aven.  He studied under Gerome (painting) and Yvon (drawing) at the Ecole des Beaux-Arts as a matriculated student, having passed the rigorous entrance competition.  He also studied in Carolus-Duran's independent studio.

Before Europe, he studied at the National Academy of Design and at Cooper Union's free night school. Because of his background in engraving and lithography, Plumb had a number of his paintings turned into prints as an additional source of funds.
