Jessie Parker was born in Courtland, Ontario. She went to Winnipeg in 1912, and studied with Marion Long of Toronto and with W.J. Phillips.
She took night classes at the University of Manitoba School of Art; and studied in Mexico at the San Miguel Allende Art School for two winters. She also attended the Positano art School in Italy, and the Old Mill Art School in Elizabethtown, New Jersey.
She had had a studio in her home during the 1930's and 1940's where a group sketched regularly.
