A portrait, genre, landscape and religous painter and art teacher, Paul Poincy was considered "to be one of the best portrait painters" in New Orleans.  Although most of his subjects were prominent persons, it was written that "he preferred creating children's portraits and works with religious themes."(Mahe)

Paul Poincy, of French descent, was based in that city from 1859 to 1909.  Studio locations included Canal Street, Carondelet and North Rampart Street.  Before re-setting in New Orleans, his birth place, he was in Paris from 1852 to 1858, where he studied at the Ecole des Beaux Arts and Academy Julian and with teachers Marc-Gabriel-Charles Gleyre, Léon Cogniet, and M. Rodolph Julian.  His French education was encouraged by his distinguished, well educated parents, the Marquis Rosignol des Dunes de Poincy and Louise Allemand de Chateauneuf.

Previous to that time, he was educated at the Jesuit School in Grand Coteau, Louisiana, and in St. Louis, Missouri.

Returning from Paris by January, 1859, he briefly spent time in Alabama, and then opened a studio in New Orleans with Richard Clague.  However, shortly after that, he entered the Civil War as a Confederate soldier, and served to the end of the waer.

For the Artists' Association of New Orleans, he was an art instructor in perspective drawing, and as an organizing member with B.A. Wikstrom and Andres Molinary, exhibited his work in several of their exhibitions.   For many years he was secretary and treasurer.  He was also a founding member of the Southern Art Union, and with Julia Massie, was on the Selection Jury for the 1897 Tennessee Exposition.

One of Poincy's most famous paintings is an historical genre work, Volunteer Fireman's Parade, dated 1872.  Victor Pierson collaborated with him on this painting, which depicts hundreds of people gathered to watch the parade, and many of them are shown with realistic features including facial expressions.  Many of his other paintings are street scenes such as Ladies Leavng the French Opera House, 1895; and St. Claude and Dumaine Streets, 1895.
