This biography from the Archives of AskART:
Earl Warford Rowland was born in Trinidad, CO in September 1890.  Rowland studied at the Art Institute of Chicago (1910) under Dudley Crafts Watson and at the School of Industrial Art in Los Angeles.  After serving in the Army in World War One he returned to Los Angeles and became active in the local art scene.  A trip to Hawaii in the late 1920s resulted in several tropical landscapes and harbor scenes with sampans.  During the 1930s he settled in Stockton, CA where he was a member of the art faculty at the College of the Pacific.  From 1937 until his death on August 8, 1963 Rowland taught and served as director of the Haggin Art Gallery.  His early works are mostly landscapes; whereas, he later painted still lifes and seascapes. 

Exhibited:  Phoenix Women's Club, 1923 (second prize); California Art Club, 1926-34; Painters & Sculptors of Los Angeles, 1928-33; Inglewood (CA) High School, 1929 (first prize); Long Beach Art Ass’n, 1930s; Laguna Beach Art Ass’n, 1930s; Woman’s Club (Hollywood), 1934. 

Works held:  Haggin Gallery (Stockton); San Diego Museum; Los Angeles Public Library.
