| Born in Dyesburg, Tennessee, Eugenia Rhoads became an artist whose primary studio was in Wilmington, Delaware. She earned a B.A. degree at the Mississippi State College of Women in 1923, and an M.A. from Columbia University in 1924. In 1932, she spent a summer studying in Fontainebleau, France.
From 1940 to 1948, she was Chairman of the Education Council of the Wilmington Art Museum and from 1969, was a member of the Visual Art Council of the Delaware State Arts Council. From 1924 to 1926, she taught at the North Carolina College of Women and from 1927 to 1935, was Director of Tower Hill School in Wilmington.
