This biography from the Archives of AskART:
A portrait and landscape painter and teacher at the Utica Sketch Club in New York, Melville Ray did paintings of political figures including Vice President James S. Sherman and Governor Horatio Seymour.  Portraits by him are in Utica at the Court House, Baggs Hotel, Munson-Williams Memorial, Mayor's Office, Hotel Utica, Calvary Church, Church of the Holy Cross, Park Baptist Church, and First and Second National Banks.

He lived in both Martinsburg and Utica, New York.  Schools included the Academy of Design and Cooper Union Art School, both in New York City.  He was a member of the Central New York Society of Artists.

A New York Times obituary, January 7, 1938, "mistakenly cites his first name as Melville."

Peter Hastings Falk, Editor, Who Was Who in American Art
