Much has been written about the classical training received by members of the Artist Union. The youth of Semen Rotnitski illustrated the years these artists dedicated to their profession. By the time he was eight years old, Rotnitski was studying art in Minsk, Byelorussia, where he was born. Further study followed at the Factory Palace of Culture Art Studio in Tula, where his family had relocated. Four years later he was accepted at the Russian National Academy of Arts Institute in Leningrad for another four years of preparatory classed before becoming a student.

Throughout his student years he exhibited his art in local, republican and national exhibitions. When the Great Patriotic War began, Rotnitski joined the military and within a year was a member of the Communist Party. In 1945, he was demobilized to resume his education. Three years later he graduated from the I. E. Repin Institute and joined the Leningrad Chapter of the Russian Artist Union.

A talented teacher as well as an artist, Rotnitski taught for 12 years at the Kazan Trade School of the Arts, also serving as a director, and for 16 years at the V.I. Mukhina Higher Trade School of Art and Industry in Leningrad. In 1970, he became a docent of the Painting Faculty. His own exhibitions were hung at the Mukhina School (1981), the Summer Garden Coffee House (1985) and the Leningrad Artist Union in 1991. Today his works are found in major Russian museums in Moscow, St. Petersburg, Samara, Kazan, Tver, Perm, Pskov, Kislovodsk, and Krasnoyarsk.
