This biography from the Archives of AskART:
Charles Solomon Sultan was born in Brooklyn, New York on November 16, 1913.  Sultan began work as a sign painter.  He soon had earned enough money to study at the Art Students League under George Bridgman and Walter Briggs.  During the 1930s he drew pen and ink story illustrations for pulp magazines and comic books.

After serving in the Army during WWII, he returned to New York City and continued drawing for comic books.  Sultan moved to Ventura, California in 1962 and published men’s magazines.

During his leisure he painted scenes of the Old West.

He died in Camarillo, CA on February 28, 1984.
