This biography from the Archives of AskART:

Hely Augustus Smith

Born in Warnbrook, Dorset, England on January 15, 1862, he subsequently moved to Lincolnshire where he studied at the Lincoln School of Art.  After some time spent in London he traveled widely on the European Continent, where he studied at the Antwerp Art Academy in Belgium.  He also spent some time living and working on the East Coast of the United States.

Smith's work includes marinescapes, shipping, townscapes, portraits and flowers. In 1890, he moved with his widowed mother Harriet, to East Looe in Cornwall, where he set up a studio at Belmont House.   He frequently exhibited at major venues in England.
