| | Born in Los Gatos, CA on Oct. 2, 1890. Starr studied art at the San Francisco Institute of Art and by 1919 had settled in that city. He was most active in the local art scene in the 1920s and 1930s. While painting billboards for Foster & Kleiser, he produced fine art in his leisure. Starr died in San Francisco on Nov. 15, 1960.
