Samuel M. Shaver was born to David and Catherine (Barringer) Shaver in Sullivan County, Tennessee in 1816. He married Mary Hannah Elizabeth Powel (1825-1856) at Robertsville, Tennessee on December 30, 1845 and the couple had two children.
Shaver's earliest known portraits date from the year of his marriage. Between 1845 and 1860, Shaver painted in a number of locations in East Tennessee and taught at the Odd Fellows' Female institute in Rogersville, Tennessee (1851).
