This biography from the Archives of AskART:
Vaughn Richard Shoemaker was born in Chicago, IL on August 11, 1902.  Shoemaker studied at the Chicago Academy of Fine Arts and later taught at that school.  He became the chief cartoonist for the Chicago Daily News at age 22.  He was awared the Pulitzer Prize in 1938 and again in 1947.  He is best remembered as the creator of the “John Q. Public” character.  He retired to Carmel, California and died there on August 18, 1991. 

Member:  Palette & Chisel Club (Chicago). 

Exhibited:  Marshall Fields (Chicago), 1938, 1946. 

Works held: Huntington Library (San Marino, CA); Syracuse (NY) University.
