This biography from the Archives of AskART:
Director of the South Carolina Academy of Fine Arts in 1821 and 1822, William Shiels was a portrait painter who also lived in New York City from 1817 to 1818 and exhibited at the American Academy.

It is likely he is the William Shiels, born 1785, who lived in England and was a member of the Royal Scottish Academy and exhibited at the Royal Academy in London between 1808 and 1852.

The South Carolina Academy of Fine Arts was also an exhibition venue, 1820 to 1822.
