A landscape painter of the Rocky Mountains and pastoral settings and an illustrator, Richard Tallant was born in Zanesville, Ohio. He went West as a young man, spending many years in Colorado mining camps and in Denver. As an artist, he was self taught, and in 1886 to 1887, was active in the Denver Art Club.
He married, and the couple settled in Devil's Gulch near Estes Park, Colorado where he was a long-time Justice of the Peace, which earned him the nickname "Judge Tallant."
