This biography from the Archives of AskART:
The following is from Judith Vance, appraiser from New Hampshire:

Ulysses Dow Tenney (1826-1908), one of the foremost nineteenth century portrait painters of New Hampshire, was born in Hanover and died in Portsmouth. He studied first with his uncle, portrait painter Adna Tenney (1810-1900), then with Roswell T. Smith of Hanover and Francis Alexander, a leading portraitist of Boston. During his career, he taught a number of students himself in addition to painting, by his own account, nearly 1,000 portraits.

There are 105 records of his works listed in the Smithsonian Inventory, and he is listed in Falk's Who Was Who in American Art, Davenport's Art Reference and Price Guide and The New York Historical Society's Dictionary of Artists in America.

Residing for some years in New Haven, he painted the portraits of a number of Yale dignitaries; nine of these are held by the Yale University Art Gallery. Dartmouth, however, owns thirty-three Tenney portraits. The New Hampshire State House collection in Concord has at least twenty-three portraits by him, among them the full-length portrait of President Franklin Pierce which Tenney considered his finest work.

The State House collection and that of the State Library hold numerous governors' portraits painted by Tenney and his uncle, many of which were painted in antique styles, representing the men in the manner of the periods during which they served. Tenney also painted a series of Secretaries of the Navy, (probably five, with the last unfinished at the time of his death); at least one of these, a 1902 portrait of John D. Long, 33rd Secretary of the Navy, is presently in the Navy Art Collection in Washington, DC.

Sources in addition to the ones mentioned above:

Boston Sunday Globe, June 24, 1906: "Portrait Painter."
Portsmouth (unnamed newspaper) 1907: "The Studio - Glimpses Into The Daily Life of a True Artist."
