Born in California in 1876, Willard studied at the School of the Art Institute of Chicago under Vanderpoel.
While a resident of Oakland in 1900-1913, she was a teacher at the California College of Arts & Crafts but mainly taught at the Anna Head School for Girls in Oakland.
Two known works by this talented artist include an oil and a watercolor of Chinatown genre. She apinted and sold well over 100 works.
